How do I limit limited users from accessing the Net?

Looking to limit my kids from accessing the net on the one
computer, they have limited accounts but they can still
access the net. Someone Please Help
 
Though there are methods that can attempt to stop access within the
operating system for Internet explorer [such as enabling a bogus proxy
address in tools/internet options/connections/lan settings], I think the
best way is to use a personal firewall that can have different setings for
different users. PortsLock is such a program and it is free to try. See the

You could use usernames and passwords making yours the admin. Then you could set permission under their login to deny on C:\Program Files\Internet Explorer.explore.exe. This is what I do for some of the users here at work that tend to surf.
