How do I interact with Outlook in a trusted manner?

I am writing a VB program using CDO to send e-mail noifications at the end of
processing. However, I am getting the message 'A program is trying to access
e-mail addresses you have stored in Outlook'. I know this is a security
feature and the Office Online support sight hints that you can get around
this by interacting with Outlook in a trusted manner but it doesn't go into
any details. Does anybody know how to do this?
