how do i install a COM port in windows ?

Hi...i would like to know the steps to take for me to install a COM port on
my system. Ive been trying to use my modem which was installed in COM 4 to
connect and the error message is that the COM port can not be opened and
that i need to change the COM port. So how do i change to another COM port ,
or how do i remove the modem from COM4 ?
 
First thing to do is to go into the BIOS and verify the COM ports are turned
off.

Remove the modem, boot into Windows Safe Mode, open Device Manager, remove
all COM ports you see, shut down, re-install the modem, reboot, and Windows
should re-detect the new hardware and install the drivers, etc.
