How do I import a .PST into Outlook Express on computer w/o Outloo

With the latest version of Windows XP/SP2 and Outllook Express 6.0 I no
longer have the option to import messages and folders from a .PST file, or
from any other type of file. Until recently I had the functions. Now, I can
only import from other programs installed on the same computer.

I'm a systems administrator, have some machines with Outlook, some without,
have people coming and going, doing a lot of switching around.

The only solution which I have found so far, which is really a pain in the
butt, is to install an illegal copy of Outlook, import my .PST, then send it
all over to Outlook Express on the same computer, then remove Outlook.

Unfortunately that's about what you'd have to do. The only other way to do
it would be to move the PST to a machine with Outlook, then import the items
to Outlook Express and then move the OE files to the computer without
Outlook.

Why did Microsoft take away the option of importing .pst files into OE?
It was a convenient tool which I've used on a very regular basis.

It sort of forces me to decide between one or the other, I'll end up having
to remove Outlook from 20 computers and converting them to OE, the reason is
that if one of them crashes and I don't have Outlook installed on the
new/spare computer the PST file is of no use, unless I take someone elses
computer with outlook and send them away until I have done all of my saving,
restoring, transferring to OE, then moving the files, etc.

The other solution would be to buy Outlook for 50 machines, but that will
never get approved, unless Bill wants to give it away.

There has never been an option to import a PST file directly into OE.

You can't import a PST directly into OE and never were able to. You can
only import from a PST when it's correctly configured in Outlook on the same
machine.
