how do i get the smiley tool bar back?

When I first received Microsoft Outlook e-mail it had a toolbar where I can
use smileys and change my cursor. It is gone now and I do not know how to
retrieve it. Any one have any suggestions.
 
Was it called Hotbar? If yes, then good riddance, it is spyware and should
be abolished from downloads everywhere.
