How do I get phone calendar to upload to PC Outlook 2007 calendar.

Entries into my smart phone no longer upload (syncs) to my PC and sometimes
vise versa. What settings do I need to verify to ensure syncing happens?
 
It's a problem with the phone or the sync software. If the entries are
visible in By Category view, it's a problem with ActiveSync. There is a fix
available for Exchange server but not yet for standalone outlook.
