How do I get permission to open a copy I made of my PST file?

I made a copy of my PST file before reformating my HD.
I installed a newer version of Office on the clean drive.
Now Outlook tells me I don't have permission to open the old PST file.
I need my Contacts and old emails!
 
Is it on a CD? If yes, copy the file to your local hard drive and remove
the read-only check mark. In Outlook, use File->Open. Do NOT import.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
