How do I get back Category View?

View -> Arrange Icons by -> Show in Groups

This option is not available in List view.
 
Let me be a little clearer. When accessing the Control Panel for the first
time it displays by default in what is called Category View. This is no
longer available. I tried your suggestion and what that did is display the
icons vertical with horizontal grouping alphabeticaly by first name of Icon.

Sorry, I did misunderstand your post.

The option to toggle Control Panel between Classic & Category view is found in the Common Tasks pane
for the folder. If you select 'Use Windows classic folders' from the 'General' tab of the Folder
Options dialog, the common tasks pane will not be shown & Control Panel switches to Classic view.
