How do I get a full index under Help in Outlook?

I've followed the procedure for turning off the Office Assistant, which is
supposed to give the options of Contents, Wffice wizard and Index when I use
Help. There is no "Show" as the instructions suggest, but I do get
"Options." However, this just brings me back to the abbreviated help topics
list. I've also tried to get an index through F1 but I get the same
abbreviated list.
 
Version of outlook/office?
