How do I find Outlook "shortcut menu" and "Go menu"?

Outlook Help often says click This or That in the shortcut menu or the Go
menu. I can't find such menus in Outlook. Where are they?

The "go" option is between View and Tools on the menu bar.....
 
Gordon, I'm sorry if I'm dense, but what I think of as the menu bar lists
only (left to right) File, Edit, View, Favorites, Tools, Help. Each has a
sub-menu underneath but none lists a shortcut or go menu. Beneath that bar is
just a row of the usual icons.

What version of Outlook?
