How do I find out if an email I sent out has been read or not?

I'm not sure which version of Outlook you are using, but you can request a
read receipt. For example, with Outlook 2003 you would start a new message
and select the "Options" button from the toolbar and check the appropriate
box. However there is one small gotcha, most modern mail clients have the
option to not return a read receipt.
 
I have version 2002, and I have the section checked off. So does that mean
that have the option to not return a read receipt on? Am I understanding this
correctly?
 
If you open a new message and select the Options button from the toolbar and
check "Request a read receipt for this message", then it means you would
like something returned to you when the item is read.

If you are trying to block read receipts, then see Tools | Options | Prefs
tab | Email Options | Tracking Options. Bottom have should have a series of
radio button to configure how Outlook should handle others requesting a read
receipt from you.
 
The options dialog Neo mentioned applies to asking other people for read
receipts. To control if you are returning receipts others requested, see
tools, options, email options buttons, tracking.
