How do I eliminate ActiveX prompts?

I am tired of sites that use plug-ins like Macromedia
Flash and keep prompting me to download and install the
plug-in. I tried changing the option under security
settings from prompting to download ActiveX controls to
disabling that all together. Unfortunately, now whenever
I go to a site that would have prompted me to download a
plug-in I get a prompt from the Internet Explorer telling
me that the page may not display correctly because my
security settings prohibit running ActiveX controls.
Just another thing to bug me.

How do I tell the browser not to download any plug-ins,
and to keep quiet when I am viewing a page that uses a
plug-in when my security settings prohibit the use of
them?
