How do I designate Outlook Express instead of Outlook for default

In Outlook express it is showing as the default, but after adding Office, a
comment indicating that I need to make Outlook the default keeps popping up
when I turn on the computer.
 
If you have WinXP, run the following command to easily set the options

control appwiz.cpl,,3
