I have exported from outlook folders into .pst or
personal file folders on a shared drive so that I could
transfer data and now I want to delete these files but I
am getting an error message forbidding me from deleting
the file stating that another program is using the
program.

All programs are closed when this happens and no other
windows are open. It will not allow me to access the
file in any way....any ideas?

Do any Outlook clients have the PST files open? Close Outlook and try again.
A couple of things -
Presuming you were using PST files to begin with (not Exchange), it would
have been better not to export, but to move the PST files with Outlook
closed, and then open Outlook and redirect it to the new location when it
complains.
Also - MS does not recommend or support using PST files across a LAN/WAN
connection - it can lead to data corruption at worst - at best, slow
performance.

why would exporting to a pst file one off not be a good idea. The way you
say would be best done by opening Outlook creating the PST file then close
outlook. Copy over the PST file using the same name and location as the
newly created one. Otherwise the registry is messed up - because I no longer
have a pst file on my system I have three address book contacts but can only
use a new one - I had to right click contacts, click use as address book,
rename the contacts so I knew which one it was, go into options and change
the order that address are verified. Is there a way to clean this up as I
still have three contacts in address book of which only one works.

When you export and import you can lose links/activities/etc - if you move
the file, you get everything intact. Not sure what you mean about the
registry being messed up. If you move a PST file with Outlook closed, and
open Outlook, it will complain it can't find the file - and you can then
direct it once to the new location.

Go to the properties of your Outlook Address Book service - remove
everything you see referenced in there and close. Then right click on your
contacts folder, go to properties, outlook address book, and tick the box.

I went to tools - address book - tools - options but it still appears in
second box
Already set the new contacts as address book - thats how I've ended up with
three now when I used to have 2.
