Hello,
I have tried to reinstall windows due to using a registry cleaner and
wishing to eradicate the possibilities of doing any damage to my system.

I therefore have tried to do a clean install but have somehow managed to
install two versions of windows.

The other version eg. the new version will not allow me to have a refresh
rate above 60mhz for some reason, so now I am wonder how can I delete the
new one and revert back to the old one.

That's the exact function that a system restore is designed to address. In
the future either backup the registry by importing it to a .reg file or
force a system restore point before using a registry cleaner. A lot less
work.

Two version of XP is not a great situation. You might want to search for
instructions on how to remove the one you just created and do a repair
install to fix the original one.

Likely because there was no driver for your video monitor and it selected
the generic monitor driver instead. You may have to get a current one from
your monitor manufacturer's website or if you do as I recommended above, the
repair of the old installation should find the driver that was installed and
worked before.

Graphics card driver NOT monitor driver.

You failed to do a true clean install, and have a new one landed on top
of the old. Best start again and clean install properly. Boot the XP
CD direct. Enter Setup, and after the license agreement take New
Install. When it asks you to confirm where, *hit ESC*; select and
delete the current partition and make a new RAW one to be formatted at
the next stage

The important point is the delete. Without that it will just go ahead
and make a new install over the top of the old one, like last time
