How do I delete headers and footers completely so that they are t.

In Word 2002 or 2003, if you have ever had a header/footer in a
document/template, you cannot remove the empty paragraph that contained it.
You can, however, set the header or footer margin to 0".

Take a look at the PAGE SETUP page for LAYOUT. I wonder if you have
increased the header/footer distance from the edge.
