How do I create a shortcut (.lnk) file from command line or batch

Rather than creating shortcut files (????????.lnk) using the mouse, I want to
do this from a batch file command. I have found some references to a program
called SHORTCUT.EXE, but when I try to run it, I get the infamus "not found"
message:

'shortcut' is not recognized as an internal or external command,
operable program or batch file.

Where can I get this program? Has it been renamed? What am I missing here?
