How do I "create a rule"?

Another newbie on the net is getting spammed by bogus MSN
alerts and patches. One reply to her inquiry ended with
this recommendation:

"There's probably no way of blocking all of the bogus
messages, but you can greatly reduce the number you get
by creating a rule, based upon the most commonly used
subject lines, to delete the emails from the server
without ever downloading them." (Signed, Bruce Chambers)

I'm having this problem with my free MSN e-mail address,
on a Gateway, using XP. Do I have the software hidden
somewhere to write a "rule" such as what you describe?

Open Outlook Express and from the Toolbar select:
Help > Contents and Rules, type RULES in the find box,
click on LIST TOPICS, then click on "Create a rule for
mail messages".

You need to create a message rule that includes an "action"
to "delete it from the server".
