how do I create a document that lets me type without the document.

I am trying to create a document that several people can use to enter the
same type of information but that varies each time they use it, for example
different names, SS#s. But I need the document not to move when you type in
the information.
 
What you are describing is a protected form. For more on creating forms, see
http://word.mvps.org/FAQs/Customization/FillinTheBlanks.htm and especially
the forms tutorials by Dian Chapman that this article links to. Most forms
designers use (borderless) tables to keep text in place.

What you are talking about is what Word calls an "online form." Check this
