How do I convert all-caps?

How do I convert all-caps text to a format to text where only the first
letter of each word is capitalized?
 
If it is typed in all caps, highlight the text and press Shift F3 to toggle
between upper case, lower case and title case (each word starts with a cap).

Your caps may be set in the font as well. Highlight the text and go to
Format > Font and make sure all caps or small caps aren't selected.
