How do I control whether an attachement is placed?

How do I control whether an attachement is placed in the body of the email or
as a separate line below 'Subject' ?

Mail Format. (Tools-Options-Mail Format). RTF will place the attachment in
the body of the email. BE WARNED - if you use this format, non-Outlook users
will not be able to access the attachment.

Plain Text or HTML will place the attachment in a box below the subject
line.
