What you want requires quite a bit of work. I do something similar in
our enterprise, but not for the reasons you describe. We have some
print queues setup to dump both to a printer and to PDF archives via
intermediary software called planetpress. You could also take a less
technical route and configure the queue to keep jobs until manually
deleted. This will require someone to upkeep the queue and purge jobs
as the queue fills up. But would allow re-print of any job by the boss.
It will also require some security permissions to keep users from
deleting what they printed.

Now regarding stuff that's already been printed, you should be able to
go into the Event log of the machine from which the print job was
spooled to see what jobs have been printed. There will be limited
details, but should be able to see a document title, username and time
stamp.
