How do I change the display language settings to spanish that will show on
the windows and start menu and whatnot?

you need vista ultimate and to download the MUI language packs...

no, you cannot add Spanish so that the interface is in Spanish to vista
basic,
only vista ultimate edition has the ability to add MUI language packs.

there is also a free language pack for all versions of vista, with a more
limited localization
but I don't think there is Spanish among the available languages
see here

of course you can type in Spanish with vista basic.. Im sure you know that.

You can upgrade to ultimate if its important to you
