How do I change my Address Book to sort by last name first?

I can not find where to change the default FNAME/LNAME setting in my Address
Book to sort LNAME/FNAME. Contacts is set up right, but a change made there
does not carry over to the Address Book.
 
You failed to provide your Outlook version so someone could answer you.
