How do I bounce an email in Outlook 2003

I would apprecite any advice on how to do this. I was told to right click on
the message but that did not give me the facility to bounce the message

You don't "bounce" message. You can add the sender to your Junk email.

Properly speaking, a "bounce" should only be generated by an SMTP relay
agent which fails to deliver a message. MS Outlook Express is an email
client, not an SMTP relay agent. My own mail server is a gateway (MX) mail
server, not an SMTP relay agent. Even I don't "bounce" email. I refuse to
accept email from certain SMTP relay agents, and let them handle the
"bounce". If you have the email in your Inbox, it is way past too late to
"bounce" it.
