how do I block vcards from being emailed to me?

some people in my organization have blocked senders from being able to send
them a vcard. If you try to send a vcard to them you get a message back
stating you do not have permission to send this person a vcard, how do we
turn this feature on and off. Using Outlook 2003
 
Outlook 2003 has no such feature. Maybe those other people are using an addin?
