How do I avoid the "cannot send this message" problem?

Paul the frustrated

When trying to send some messages (reply, forward, or new send w/cut and
paste of content) I frequently get a "cannot send this message" error. The
syestem is connected to the internet; other messages send just fine.
Deleting the content in the "reply" and typing "thanks" lets me send a reply
- but not if the original content is in the message.
 
Outlook version? What is the exact error message and circumstance under
which you get the message?

Office 2007, fully updated

The exact error message is "Cannot sent this item." I can then click the
"OK" button, or the "Was this Information Helpful" link.

It is fully reproducible on one e-mail where I cannot reply or forward. And
if I cut and paste the message to a new e-mail, I get the same message.

Other e-mails can be sent with no problem.

When you examine the header in that particular e-mail, is there anything out
of the ordinary about the header? Is this person in your contacts?

There does nto appear to be anything strange in the header, and this occurs
with people I regularly exchange e-mails with. In the current case the
person is in my contacts list.

In the current case, I get the "cannot send this item" message when I
1) Reply to sender (If I delete the original content, and just type "thanks"
the message will send.
2) Forward to my wife as a test
3) Send new message with content cut and pasted from original mail. (If I
cut and paste using "Paste Special", "Unformatted Text", I can send it.)

The message contains valid links - both mailto:[email protected] and web site links
(www.abc.org). The mailto: link works from within the e-mail; for some
reason the web links do not. The message is from a sender who is on the
Outlook "Safe Senders" list; the message is in my Inbox, nto the junk mail
folder. The web links work just fine when pasted into the browser address
window.
