How do I attach an email message to a new email

In outlook for windows 98 I was able to attach an email to a new email.
However, I cant figure out how to do this in windows XP. Can anyone help?

I'm not sure as to why you would want to do that - why not just forward it?
 
It's not for me to decide why you might want this..... so let me see if I can
answer this for you.

If you do not use Word as your email editor, you'll notice that you have the
option for Insert - Item into an email message. This allows you to attach any
type of Outlook item you wish. If you do use Word as your editor though, you
lose this option.
