How do I apply a normal template to a whole office?

I want to institute a Normal Template for the office to reduce frustration
with fonts always changing and to encourage uniformity for our image.

I created a template and tried to make it my "normal" template and also sent
it to a co-worker, but we couldn't get it to actually work. We're still stuck
with the old one that doesn't work.

We have Word 2000.
 
Only Word can create Normal.dot. You can customize it (but customizing it to
the extent you're talking about is not advised). You need to create a new
document template and instruct your co-workers to use it. See

You should not mess around with normal.dot. It is intended to be a personal
scratchpad. Instead put together one or more document templates that have
the styles you want and distribute those. If you have things like macros or
AutoText you want to share, create a separate global template. See
