How do I add automatic numbering to an existing document?

I have scanned and converted a document to word.

I now want to format it so that I can add clauses between existing clauses
while the document follows sync by automatically adjusting the numbers on the
existing document.

Looking forward to assistance.
 
Impossible unless you remove all the existing numbers (which are plain text)
and format the paragraphs with numbered paragraph styles.
