how do i accept end user license agreement?

I have installed this Office 2003 twice. The first time was months ago & I
think I registered it by phone. Every time I try to use Works it tells me I
must accept the end user license agreement & need to reinstall. I did
reinstall this morning, no end user license agreement was displayed...now its
still telling me to reinstall again.
Does anyone jnow what I'm doing wrong?
