How create user to access shared folder - Windows XP Pro

I am trying to set up (for the first time) access to a
shared folder on Windows XP Pro. I took off the simple
sharing.
Do I just create a user, give it a password, and then give
it permissions for the shared folder? Is that all I need
to give access to someone else on the network to that
folder?
Note: I did this, was denied access, but found the
information on taking ownership of the folder. I just
want to make sure I am not missing something else before I
try this again.
 
What you outline is almost all there is to it.
The other necessary step is to make sure that the account
also has permissions at the NTFS filesystem level on what
is being shared (this is the Security tab in the properties,
not the Permissions button on the Sharing tab in properties).
An account need permissions both places.

Normally these are all granted using a group in which the
account is a member, such as Users.

The other thing one needs to check, but only if the defaults have
been modified, is that the account or some group in which it has
membership, is granted the User Right to Log on over the network.
This is in the User Rights section of Security options in the Local
Security Policy.

While in the User Rights, notice the Deny logon locally
This can be used if you want the account to only be able to access
the share(s) to which it has permissions over the network. The
account then cannot be used to log in at the keyboard (or in some
cases to websites in IIS on that machine)
