bill, i'm a relatively new user of OL2003 as we've just installed it
at work. i also had a problem with rules all of a sudden not working.
i'm not sure of the 'why' but i've learned that the order in which the
rules appear seems to have an impact. and i'm not talking about
'server' rules vs 'client' rules. all of my rules are 'client' side
rules.
try disabling all of your rules except the one that moves the mail to
the junk folder and see if it works. if it does, re-enable your other
rules one-by-one and see what happens. you'll either find one rule
that seems to bollux up the list or, through trial and error, find the
correct order.
as i said, i don't understand the 'why', but this worked for me.
