how come it tells me to reinstall windows xp and then when i try i

You MAY be getting CD drive errors, or you may be getting
errors from a dirty CD.

If you are getting drive errors, one quick check is to turn
off the computer, open the case, disconnect and reconnect
the Cd drive from the power and signal cables and reattach.

IF that helps, it is possibly a "warning signal" that time
is coming to replace the Cd Drive.
