How can you tell if a person has read an email without using read.

Is it possible to find out if a person has read an email in Outlook 2002
without getting an email(read receipt) saying the person has read it? Would
there be an option in the sent message that would tell that instead?

Not if the recipient doesn't want to tell you. Presumably you are not
sending to recipients where you and they are within the same MS Exchange
organization (you didn't mention Exchange). At most, you could turn on
delivery notification but that only means the receiving mail server says
it got the message, not that the recipient opened it, and not all mail
servers support delivery notification.
