How can Microsoft detect a VLK is abused or exposed to the public?

i wonder how can Microsoft detect a VLK is abused or exposed to the public?

I'm just guessing, but one way could be that the legitimate key holders
report it has been exposed.

Another way, a leaked key may appear too often. MS must know your key when
you get updates. If thousands of updates are requested for a key with
hundreds of installs, they smell a rat and put it on their blacklist.
