How can I uninstall Explorer from XP pro?

Security problems with Explorer are causing problems. Despite extensive defensive measures, an entity called CoolWWWSearch.mshp has hijacked a system of mine and cannot be removed. It uses explorer to flood screen with popups. We no longer use Explorer as our default browser, but this pop-up program starts it up anyway. Can Explorer be removed without damaging the OS? How? Where can I get details on how to do this

Internet Explorer is an integral part of Windows and cannot be removed.
