How can I set-up a sparkle effect in Powerpoint?

If anyone has any ideas - I would greatly appreciate hearing them - I would
like to incorporate as part of the background. Thanks.
 
If you've downloaded Taj's file, you're no doubt blown away by his amazing
animation skills.

Another option (since you mentioned the background) is to use a sparkle.gif,
glitter.gif, etc. as the background fill for the background or an autoshape
made to look like part of the background.

I have a starry.gif that I tile as the slide background to create a
twinkling starry night slide.
