I regular send out the same message in Outlook, is there any way that you can
set Outlook to send a email to a pre-defined addresses on a regular basis?
Can this also work if I am not logged into Outlook?

You might want to try asking this at http://qna.live.com - I thin that just
went public Beta and it might give you a lot of responses quickly.

Please try our email scheduler (http://www.lbetoolbox.com/scheduleemail.htm)
which will allow you to send multiple individual emails, either as a one-off
or regularly at a specified time and interval.
