How can I configure XP to turn on / off my computer on a
regular basis?

Do I use Task Scheduler?

Why don't you just leave it on and configure your

monitor to shut off at a certain time?
 
No, this is done in the BIOS. Consult your computer's manual for
instructions on accessing the BIOS settings, and look for the Wake on Alarm,
or similar setting.
