how can I reinstall the system restore function on XP

When I attempt to start the System Restore service
manually from the Help and Support screen I get "System
Restore is not able to protect your computer. Please
restart your computer and retry again." Restarting does
not help.
When I attempt to manually start the service from the
computer management console the message I get is "could
not start the system restore service. Error 126 the
specified module could not be found"
The service entry lists path to executable as
C:\WINDOWS\System32\svchost.exe -k netsvcs, which exists
in the specified directory also the rstui.exe also
exists. I want to avoid reinstalling windows (repair) is
there any thing you may suggest for me to try?
..

Templates|System|System Restore|Not Configured
Directives are not configured by default.

or Start|Run|regedit|HKEY_LOCAL_MACHINE| SOFTWARE|Microsoft|Windows
NT|Current Version|System Restore|DisableSR|value 0
