How can I put a button for "Outlook Express" in Quick Launch?

The easiest way is to find the OE icon in your Start Menu, then
right-click/drag it to the Quick Launch Bar. When you let go, choose
"Copy". If it is hard to get the icon onto the Quick Launch Bar, then
just copy it to your Desktop and then right-click/drag to QL Bar and
choose "Move".

You probably have OE on the windows screen so just click and hold on it and
move it down to the Quick Launch area.

But you may not see it if you have "Lock the Taskbar" checked. Before you
do what Malke or FrankV says, right click on the taskbar and make sure there
is no check mark there. If so left click one time on it. Do the drag and
then resize the quicklaunch area and re-lock the taskbar.
