When I get pictures in an email I see them in the preview window and the full
reading window, but they do not print out. I just get that box with the x in
it.
These are NOT "web link" pictures, but pictures "sent with email". They
print out with Outlook Express, no problem, but not Outlook.

How do I get pictures to print out?

I managed to get it to print one way!
There are at least 6 ways to trigger a print, and only one of the six works
for me.
From the folder list you can use the File pull-down menu, the icon on the
Standard tool bar, or ctrl-P.
From the opened email you have the same three options.

Only the icon on the opened-email tool bar works for me. And it's different
some other ways, because it just prints immediately, without giving you any
options for number of copies, etc.

My version is Outlook 2000 SP-3 (9.0.0.6627) for whatever that means. And
I've installed all the Service packs available, and tried the Detect and
Repair option. The system is Windows XP Home 2002, auto uipdated to Service
Pack 2.
