Your question as phrased is a bit confusing so apologize in advance if I've
misunderstood what you are asking.

"Startup" is the term used to refer to some programs, not all. "Startup"
programs load (run) right along with Windows when you power up your
computer. You do not want all of your installed programs to do this.

Most programs will be launched only when you want to use them by clicking
on their shortcut in the Start Menu, desktop or Quick Launch bar. They stop
running when you are finished with them and exit the program.

The start menu is organized with "folders" not files. As you install
programs, they will add at least a shortcut to the start menu. Sometimes
they add a folder with several shortcuts. Over time these folders and
shortcut files will accumulate. There are various methods available to see
all programs in the Start Menu.

Seeing all of the programs:
If using the "scroll programs" setting in Taskbar and Start Menu
properties, the list of programs will be a single column. There will be
arrows at the bottom (and sometimes at the top) to move up and down the
list.

You can turn this "scroll programs" off and have the long list displayed in
multiple columns instead. Right click the Start button and select
Properties. Taskbar and Start Menu Properties will open with the focus on
the Start Menu page. Click the Customize button. In the next screen,
uncheck the box next to "Scroll Programs" and click OK.
