How can I make my emails have a different coloured infobar?

Sometimes I receive an email in my inbox that has a more bold and different
coloured infobar than all my other emails, I'd like to leanr how to do this..
please help!
 
If you have Outlook XP or earlier, look for the organize button (cube on
toolbar). This will have a color section. I am unsure about 2003; someone
might be able to help you out if you have the newest Outlook.
 
Tools, organize in outlook 2003 - the organize pane has a color tab.

Thanks, but (I'm running outlook 2000), I want the emails that I send to
appear bolder in other peoples email boxes.

For example, I need to send out an email to all the managers, and so it gets
noticed, I need my email to appear differnt, like the subject line and
everything in their inbox appears in blue bold font, or something similar.

Any clues?
 
FWIW, you originally asked about receiving mail with a colored subject, not
sending one.... had we known you meant when you send, we would have told you
from the start that it was controlled by the recipient. Only importance or a
flag (and follow up text) travel with the mail - but the recipient can have
rules to remove both from incoming email (to avoid "flag spamming").
