How can I insert a link to a PDF file into my website

Can anyone please help, I can' find out how to insert a PDF file into my
website, so people can click on an icon then download the file, I have tried
insert/ file/ but it will not work. using Frontpage2000.

Just import the PDF into your current open FP web, then create hyperlink to
it as you would to another page within your site. Select the image, right
click Hyperlink, browse to the PDF file that you just imported.
