In IE, click the Favorites menu to present the dropdown list of shortcuts and folders. Then right-click in that list and simply select "Sort by Name".

In Explorer, Tools menu -> Folder Options -> View. Set the view the way you want in the folder and then use "Apply to All Folder". That's how you would change global behavior. You asked how to change just the local behavior of a single folder.
