how can i get the pop3 and smtp server information in window live mail

Your email provider should have a help page on their website with the
correct names and settings.
Go to Tools - Accounts
to enter the information.

under the POP3 properties under the servers for the incoming mail, I put POP3
(is this right?)
For the outgoing mail (SMTP) what do I put?
 
Your email provider's instructions for setting up to use their email servers
should
tell you that, if it doesn't happen to be the default value. Many people
choose
their internet provider as their email provider also since most internet
accounts
come with one or more email accounts. If they haven't written instructions
for
Windows Mail yet, their instructions for Outlook Express should also work
under Windows Mail if they don't call for the HTTP protocol. These
instructions
are usually somewhere on their web site. Or, tell us who your email
provider is
and see if anyone here already knows where to find their instructions.

I think SMTP stands for Simple Mail Transfer Protocol.

No. Ask your email provider.
