How can I get all the labels on a 16 label sheet to fit exactly?

I find that when I print a sheet of 16 labels on Avery L7162 labels only the
first 8 fit after that they get more and more out and I end up with half the
address on different labels?

The basic answer to your question is to set up a template
that consists of a Table with fixed Cell sizes that correspond
to the Label boundaries. Remove the borders and centre the
Text within the cells.

may find free Templates/Wizards to suit your purpose.
 
Check that the paper sizes in page layout and print options are the same and
that there are no zoom options set in the print dialog.

Try printing the labels to a sheet of plain paper and compare the layout to
a sheet of labels. It could be a problem with the paper feed mechanism of
your printer.
