How can I get a c: prompt? Safe Mode won't work

XP does not start, even in Safe Mode or Last Known Good Config. The splash screen appears but ends up with the 'Blue Screen of Death' with a stop message

My Restore CD does not run. The restore screen blinks on then disappears and the Safe Mode selection screen is displayed. None of the methods works

How can I get a c: prompt from the Safe Mode Selection Screen? I try F8 and only get to the same Safe Mode Selection Screen. My next move is to get the 6 floppy boot disks and try them.
 
Perplexed in XP Land bashed at the keyboard and said :

Not to sure what you are getting at but.... if you need a bootdisk that will
run for XP you can get it here: http://tinyurl.com/ysdd2. This bootdisk will
get you to a DOS prompt and will allow you to run XP setup.

The setup file on your XP cd is in the folder I386 The file to start the
install is winnt.exe

Could you please post the Stop Code that accompanies the BSOD? With that your problem could be isolated.

Whe you say that your Restore CD does not run, do you mean you cannot seem
to boot off of it? If this is what you mean, I would recommend that you
change the CDrom to the first boot device in the bios and reboot and try it
like that. Good luck.

Update: Went to CompUSA and got the 6 XP start-up disk set (free!). Tried them. No Go. Booted ok. Choose "R" selection. Got to C:\ prompt. DIR = error found enumerating directory. Exit=same Safe Mode screen. Tries to start but stalls with the same message on the BSOD
stop: 0X00000024 (0X001901FE, 0X80F26278, 0XC0000102, 0X00000000

Tried CHKDSK from C:\ Unable to locate AUTOCHK.EXE. Since I can't get a DIR listing, I have no idea where it is

Tried CD C:\WINDOWS Unable to locate directory

Tried to start CD ROM (OEM Restore Disk) from D:\ No Floppy or CDROM foun

Any ideas
